REPORT TO THE COMMUNITY 2003
As we begin a new year, we would like to
express our appreciation for the partnership of Anguilla’s
residents, visitors and friends since the Anguilla Community
Foundation was launched on Anguilla Day, 1997. Our organization
has made significant strides. We are grateful for the encouragement
and support of the island.
We are appreciative of the work of the Board of the Anguilla
Community Foundation. They have made tremendous efforts to
build this permanent institution for Anguilla.
The Anguilla Community Foundation is an island foundation
that is fulfilling the promise of developing resources to
meet challenging needs in Anguilla now and in the future.
We are encouraging donor involvement in meeting the challenges
facing Anguilla, a major effort of the Foundation. Through
our grantmaking programs we strive to provide support in education,
the arts, health, sports programs and services for senior
citizens and we are especially interested in serving the needs
of our island’s children and youth.
The Foundation has grown, but we still have a long way to
go. There is a need in every community to make a commitment
that every child will learn, that all citizens will have the
opportunity to grow and develop, and there will be opportunities
to share ideas and lessons learned to collectively strengthen
and improve our island.
We Can Do Better By Working Together
Each year the Anguilla Community Foundation
works to strengthens its effort to grow both its permanent
Endowment Fund (the Fund for All Time) and the Anguilla Cares
Fund, which enables the Foundation to make grants The Foundation’s
grantmaking program was in full swing this year as a result
of the successful ANGUILLA CARES Campaign in 2002. The locally
conducted fund raising campaign has enabled the Foundation
to contribute $49,829.49 to local NGOs and community programs
in Anguilla in the past two years.

FUNDS AT THE FOUNDATION
Community foundations by definition house
charitable funds created by donors for many purposes. There
are nine funds that have been placed at the Foundation by
donors with instructions for carrying out charitable aims:
THE ENDOWMENT FUND
$110,802 (2003)
The core of the Foundation is its permanent Endowment Fund.
We call this our Fund for All Time because as the principal
grows it will provide interest for making grants in the community.
It will continue to grow in perpetuity. In the future, the
interest will reach an amount that enables it to support community
need.
ANGUILLA CARES FUND
$63,188.33
Grants to date: $49,829.49
The Anguilla Community Foundation is able to make grants in
the community because of the generosity of supporters who
give to the Foundation through the ANGUILLA CARES Campaign.
This Jollification in the 21st Century project is working
to increase resources so the Foundation can make grants to
the community. ANGUILLA CARES is jollification in its true
community sense –neighbors helping neighbors, Anguillian
Style.
MIRIAM GUMBS SENIOR CITIZENS HOME FUND
Initial contribution: $10,000
Grants to date: $9765.71
Created with an initial donor gift of $10,000 in 1999, this
fund has provided ongoing support to the Home for supplies,
materials and equipment
AMBULANCE FUND
Initial contribution: $9701.49
Grants to date: None
Organized by local residents and visitors, the Ambulance Fund
was started in 2001 to provide support for the island’s
ambulance service and ambulance needs in Anguilla.
CHILDREN AND YOUTH FUND
Initial contribution: $4086.97
Grants to date: None
Created by the Board of Directors of the Foundation in 2001,
this Fund reflects the Board’s interesting and commitment
to building much needed resources for children and youth.
LUCIA BUTLER FUND
Initial contributions: $1364.00
Grants to date: $1000.00
A memorial fund named for long-time resident Lucia Butler,
the fund provides support for art-related events and programme.
In 2002, a grant was made to the Anguilla International Arts
Festival.
LYDIA GUMBS FUND
Current contributions to the Fund: A$2370.00
Created by the family and friends of the beloved late Lydia
Gumbs, this memorial fund is generating support to provide
grants for those issues and programmes in which Lydia took
an interest during her lifetime. A former member of the Board
of the Anguilla Community Foundation, the Foundation is proud
to house her fund at the Foundation
ANGUILLA TENNIS ACADEMY
Current contributions to the Fund: $19,100.00
Created by Mitchelle Lake and the supporters of the Tennis
Academy, this fund was created to support the development
of the Blowing Point tennis facility.
Grants to date: $1000 for summer tennis programme
TEACHER MURIEL FUND
Initial contribution: $1490.99
Grants to date: First Award presented in June 2003 (473.99)
Created in 2003 by Board member Rhona Richardson, this fund
memorizes Teacher Noonie, Rhona’s mother. She was a
long time teacher in the Anguilla schools and the organist
at Bethel Methodist Church. To be given annually, the Teacher
Muriel Award celebrates excellence in teaching. The first
award went to retiring teacher Ola M. Pabbs-Garnon, a long
time veteran of the Anguilla schools originally from Sierra
Leone, West Africa.
THE COMMUNITY FOUNDATION MOVEMENT IN THE
CARIBBEAN
In addition, the Foundation was instrumental
in bringing together the four other community foundations
in the region by sponsoring an initial meeting of regional
community foundations. The June meeting resulted in the formation
of the Association of Caribbean Community Foundations. The
BVI Investment Foundation, St. Croix Foundation, the Foundation
of the Virgin Islands and the National Community Foundation
of St.; Lucia are the initial members of ACCF. The group was
organized with the support of the Annie Casey Foundation of
Baltimore Maryland who also sponsored a meeting the ACCF at
the Council of Foundation Fall Conference of Community Foundation
this past October in Baltimore. As a result of the fall meeting,
the newly formed ACCF will meet in St Lucia in May to plan
for the organization’s plan to help develop and assist
the Caribbean community foundations.
Challenges and Opportunities
The number one challenge facing the Anguilla
Community Foundation is finding more resources to expand its
services and impact. MORE TO COME
CONCLUSION
The Anguilla Community Foundation cannot
continue to succeed without widespread participation. The
year 2003 was full of purpose and outcomes, but this work
will not continue to take hold and grow without the many contributions
from individuals who provide support.
With the help of friends, the Anguilla Community Foundation
will become a major resource for building the capacity of
NGOs – both financially and as a support. We are building
a sense of community with community.
